Centre Notifies Goa Tribal Assembly Reservation Law Implementation

Why in the News?

The Central Government has notified the implementation of the Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Act, 2025, enabling reservation of Assembly seats for Scheduled Tribes (STs) and fulfilling a long-pending demand for political representation.

Key Highlights of the Notification:

•     The Central Government has brought into force the Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Act, 2025.
•     As per the Gazette of India notification, the Act became effective from 6 August 2026.
•     The legislation provides the legal framework for reservation of Assembly constituencies for Scheduled Tribes (STs) in Goa.
•     It also initiates the process of readjustment (delimitation) of Assembly constituencies to facilitate ST representation.
•     The move fulfils a long-standing demand of Goa’s tribal communities for adequate political representation in the State Legislature.

Significance of the Legislation

•     The Act seeks to strengthen the political empowerment and inclusive representation of Scheduled Tribes in Goa.
•     It ensures that tribal communities receive representation in proportion to constitutional principles governing reserved constituencies.
•     Goa Chief Minister Pramod Sawant described the notification as a significant milestone in delivering social justice and democratic participation.
•     The legislation aligns with the constitutional objective of promoting equitable political participation of historically disadvantaged communities.
•     Effective implementation will require readjustment of Assembly constituencies before reservation can be operationalised.

 Key points : Reservation of Seats for Scheduled Tribes

•     The Constitution of India provides for reservation of seats for Scheduled Castes (SCs) and Scheduled Tribes (STs) in the Lok Sabha and State Legislative Assemblies under Articles 330 and 332, respectively.
•     The objective is to ensure adequate political representation of historically disadvantaged communities.
•     The Delimitation Commission is responsible for determining and readjusting the boundaries of constituencies and identifying reserved seats based on the latest Census and constitutional provisions.
•     Article 342 empowers the President of India to notify Scheduled Tribes for each State and Union Territory, subject to parliamentary law.
•     Reservation in legislatures is a constitutional mechanism to promote social justice, inclusive governance, and participatory democracy.
