Venezuela Turmoil Unlikely to Threaten India’s Energy Security
Why in the News ?
Amid renewed U.S. military action against Venezuela, concerns were raised about global oil supply disruptions. However, official trade data shows that Venezuelan crude forms a negligible share of India’s oil imports, limiting any impact on India’s energy security.

Limited India–Venezuela Oil Trade Exposure:
- Marginal Import Share:
- India imported $255.3 million worth of crude oil from Venezuela in FY 2025 (up to November).
- This constitutes only 3% of India’s total oil imports, indicating minimal dependence.
- Sharp Decline Since 2019:
- In 2013, India’s imports from Venezuela stood at nearly $13 billion.
- Since 2019, imports have steadily declined due to S. sanctions and threats of secondary sanctions.
- Sanctions-Induced Disengagement:
- Indian refiners and companies have significantly reduced commercial engagement with Venezuela.
- Financial restrictions, shipping risks, and payment issues have constrained bilateral energy trade.

Venezuela’s Diminished Role in Global Oil Markets

- Venezuela is a member of the Organization of the Petroleum Exporting Countries (OPEC).
- Low Production Levels:
- Despite vast reserves, Venezuela contributes only 5% of OPEC’s total oil exports.
- Its share in global oil supply is around 1%, limiting its market influence.
- Nature of Crude Oil:
- Venezuelan crude is heavy oil, requiring specialised refineries that most countries lack.
- This restricts the number of potential buyers.
- China as Primary Buyer:
- A large portion of Venezuela’s oil exports is directed towards China, not India.
