President’s Rule Ends As New Government Takes Charge in Manipur

Why in the News ?

President’s Rule in Manipur ended after nearly a year with the swearing-in of a new BJP-led NDA government headed by Yumnam Khemchand Singh, amid continuing ethnic tensions and renewed emphasis on peace, inclusivity and political reconciliation. The new government faces challenges in implementing environmental clearances and addressing issues related to the Forest Conservation Act.

Formation of New Government in Manipur:

  • Yumnam Khemchand Singh was sworn in as Chief Minister of Manipur, ending President’s Rule imposed in February 2025.
  • He became the second CM since the 2022 Assembly election, following the resignation of Nongthombam Biren Singh amid prolonged ethnic unrest.
  • The oath of office was administered by Ajay Kumar Bhalla after formal revocation of President’s Rule.
  • The new government is led by the Bharatiya Janata Party as part of the National Democratic Alliance (NDA).
  • The CM represents the Singjamei constituency, signalling continuity of BJP rule but with a renewed political mandate and focus on environmental issues.

Inclusive Leadership Amid Ethnic Polarisation

  • To reflect Manipur’s diversity, two Deputy Chief Ministers were appointed from different communities.
  • Nemcha Kipgen, a Kuki-Zo MLA, and Losii Dikho of the Naga People’s Front, a Naga leader, were sworn in as Deputy CMs.
  • The CM emphasised that Manipur has 36 communities, making inclusive governance essential for stability and effective implementation of environmental impact assessments.
  • Prime Minister Narendra Modi expressed confidence in the new leadership to restore development and prosperity while adhering to environmental jurisprudence.
  • The government pledged to prioritise peace-building, outreach and transparency in governance, including matters related to environmental clearances.

About President’s Rule and Manipur Crisis:

President’s Rule under Article 356 is imposed when constitutional machinery in a State fails.
● In Manipur, it followed ethnic violence between Meitei and Kuki-Zo communities beginning May 2023.
● The violence resulted in over 260 deaths and displacement of around 62,000 people, many still in relief camps.
● Some Kuki-Zo organisations warned MLAs against joining the government, demanding a separate administrative arrangement, which could impact environmental democracy in the region.
