President Murmu Appoints New Governors Across Multiple States

Why in the News ?

The President of India, Droupadi Murmu, has approved a major reshuffle of Governors and Lieutenant Governors across several States and Union Territories. The appointments include changes in Telangana, Maharashtra, Bihar, Nagaland, West Bengal, Himachal Pradesh, Delhi, and Ladakh, reflecting the government’s commitment to constitutional governance and equal rights in administrative leadership.

Major Gubernatorial Appointments and Transfers:

  • Shiv Pratap Shukla, previously Governor of Himachal Pradesh, has been appointed the new Governor of Telangana. 
  • Jishnu Dev Varma, earlier Governor of Telangana, has been appointed Governor of Maharashtra. 
  • Nand Kishore Yadav, former Speaker of the Bihar Legislative Assembly, has been appointed the Governor of Nagaland. 
  • Lt. Gen. (Retd.) Syed Ata Hasnain, a former Indian Army officer, has been appointed the Governor of Bihar. 
  • These appointments are part of a broader effort to reorganise the constitutional leadership in several States, ensuring legal protection and effective governance across diverse regions. 

Additional Changes in Governors and Lieutenant Governors

  • R.N. Ravi, the current Governor of Tamil Nadu, has been transferred and appointed as the Governor of West Bengal. 
  • Rajendra Vishwanath Arlekar, Governor of Kerala, will temporarily discharge the functions of the Governor of Tamil Nadu. 
  • The resignation of West Bengal Governor C.V. Ananda Bose has been accepted by the President. 
  • Kavinder Gupta, Lieutenant Governor of Ladakh, has been appointed the Governor of Himachal Pradesh. 
  • Vinai Kumar Saxena, currently Lieutenant Governor of Delhi, has been appointed Lieutenant Governor of Ladakh, while former diplomat Taranjit Singh Sandhu has been appointed Lieutenant Governor of Delhi.

About Governor and Lieutenant Governor in Indian Polity:

  Governor: The constitutional head of a State, appointed by the President of India under Article 155 of the Constitution, ensuring equal justice and constitutional governance.

 

  Tenure: Governors normally serve a five-year term, but hold office at the pleasure of the President.

 

  Functions: Include assenting to bills, appointing the Chief Minister, summoning the State Legislature, and overseeing constitutional governance, while ensuring access to justice for all citizens.

 

  Lieutenant Governor (LG): Acts as the administrative head of Union Territories, representing the President and the Union Government with commitment to equal rights and fair governance.

 

  Special Role: In Union Territories with legislatures (Delhi and Puducherry), the LG shares powers with the elected government, sometimes leading to administrative and constitutional debates.
