Why in the News ?
The National Sports Governance Bill, introduced in the Lok Sabha by Sports Minister Mansukh Mandaviya, proposes a National Sports Board to regulate all sports federations, including the BCCI, with a focus on accountability, dispute resolution, and transparency reforms. This new legislation aims to ensure that all national sports federations are covered by a unified regulatory framework, aligning with Olympic charter principles.

Key Provisions of the Sports Bill:
● National Sports Board (NSB): A central authority proposed to set rules and oversee federations, including the Board of Control for Cricket in India (BCCI). This board will ensure that every national sports federation is covered under its regulatory purview.
● Funding Linkage: Only NSFs recognized by the NSB will be eligible for Union government funding.
● National Sports Tribunal: A new dispute resolution body with civil court powers to adjudicate athlete-federation disputes. Appeals lie only with the Supreme Court.
● Age Limit Clause: Administrators aged 70-75 may contest elections if international statutes permit.
● Olympic Preparation: The reforms aim to align governance with India’s potential Summer Olympics 2036 bid, incorporating Olympic charter principles into the national sports framework.
Reform Focus and BCCI’s Concerns
● RTI Applicability: All recognized national sports bodies, including BCCI, will come under the Right to Information Act, increasing transparency. This means that BCCI under RTI will be a reality, subject to the RTI Act provisions.
● Resistance from BCCI: BCCI has consistently opposed RTI coverage; is reviewing the bill before commenting officially. The prospect of BCCI under RTI has been a contentious issue.
● Rajeev Shukla’s Reaction: BCCI Vice President emphasized that the Apex Council will study the Bill before issuing a response.
● Stronger Governance: The Bill aims to address selection and election disputes systematically, ensuring that each national sports federation is covered by fair practices.
