Lok Sabha Passes Manipur GST Amendment Bill 2025

Why in News ?

The Lok Sabha passed the Manipur GST Amendment Bill, 2025 and the Manipur Appropriation (No. 2) Bill, 2025 to enable GST collection and allocate additional funds for the state’s development under President’s Rule.

Legislative Measures for Manipur:

  • Manipur GST Amendment Bill, 2025 amends the Manipur GST Act, 2017.
  • Replaces an ordinance necessitated by President’s Rule in Manipur.
  • Finance Minister Nirmala Sitharaman stated it is a constitutional necessity to ensure GST amendments, approved by the GST Council, can be implemented.
  • Without the Bill, state revenue collection on GST items would be affected.

Budgetary Allocations & Development Focus:

  • Additional outlay: ₹2,898 crore from the Centre.

₹1,667 crore – Capital expenditure.

₹523 crore – Rehabilitation of displaced persons in camps.

₹542 crore – Strengthening security in the state.

  • Sitharaman stressed funds are vital for development and stability in Manipur.
  • Opposition criticised for disrupting proceedings despite expressing concern for Manipur.
  • Both Bills passed without discussion amid noisy protests in the Lok Sabha.

About GST & Appropriation Bills:

Goods and Services Tax (GST): A unified indirect tax system governed by the GST Council under Article 279A of the Constitution.
Appropriation Bill: Authorises the withdrawal of funds from the Consolidated Fund of the State for a financial year.
Manipur Appropriation (No. 2) Bill, 2025: Allocates funds for FY 2025–26 from the state’s consolidated fund.
● Purpose: Legal backing for expenditure already approved in the Budget.
