EC Clarifies No Separate Draft Roll Omission List
Why in the News?
The Election Commission (EC) informed the Supreme Court that it is not legally required to prepare or share a separate list of names missing from draft electoral rolls, responding to a plea by Association for Democratic Reforms (ADR).

EC’s Stand on Draft Electoral Rolls:
● Law Position: Under the Representation of the People Act, 1950 and Registration of Electors Rules (RER), 1960, EC must publish draft rolls but is not mandated to create a separate missing voters list.
● No Separate Inquiry: Names from enumeration forms were added without reservation; no specific omission list was prepared.
● Form 6 Inclusion: Individuals missing from the draft (published on August 1, 2025) can apply under Form 6 with Annexure-D during the claims and objections period (Aug 1 – Sep 1, 2025).
Political Parties & Public Accessibility
● Obligations Met: Draft rolls made available for public inspection; copies given to recognised political parties.
● Updated Lists: Political parties received names not included to enable outreach.
● Booth-Level Meetings: BLOs and BLAs met on Aug 7; omission lists were read aloud and appeals made to ensure inclusion.
