Delhi Plans Uniform Fee Regulation for All Schools

Why in News ?

The Delhi government has introduced the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025, a new fee regulation bill aiming to bring all government and private schools under a uniform fee regulation framework, ending selective oversight based on the DDA land clause.

Bill Provisions and Government Stand:

  • Wider scope: Extends fee regulation from 350 DDA land clause schools to all schools in Delhi, addressing private school fees concerns.
  • Equity goal: Education Minister Ashish Sood said it will end “unchecked profiteering” by private institutions.
  • Past issues: Previous framework only monitored large schools; smaller private schools often hiked fees without scrutiny.
  • Fee data trend: Accepted fee hike proposals rose from 40% in 2019-20 to 67% in 2023-24.
  • Transparent approach: New framework aims for proactive, empowered, and accountable monitoring of school fee regulation.

Opposition and Stakeholder Concerns

  • AAP criticism: Claims bill shields 350 private schools from court judgments and past illegal hikes.
  • Parental demand: Delhi Parents Association calls for accurate school count and inclusion of play schools.
  • Legal backdrop: 2024 Delhi High Court stay order had limited DoE’s enforcement powers.
  • Implementation gap: No fee hike approvals granted in 2024-25 despite 244 proposals.
  • Accountability: Government promises uniform checks regardless of school size or category, enhancing fee transparency.
About Delhi School Education Act & Rules, 1973 (DSEAR):

Delhi School Education Act & Rules, 1973 (DSEAR): Governs school operations, fee hikes, and oversight by the Department of Education (DoE).

DDA Land Clause: Schools receiving subsidised land must seek DoE approval for fee hikes.

Regulation process: Fee proposals submitted online for review; approvals or rejections issued by DoE.

Applicability: Currently ~1,443 schools in Delhi, but land clause covers only ~350.

Policy aim: Protect parents from unjustified fee hikes and ensure education affordability.
