Delhi Assembly Launches e-Vidhan Paperless System
Why in the News ?
Delhi Assembly will hold its first-ever paperless session under the e-Vidhan system, part of the National e-Vidhan Application (NeVA) portal, from August 4 to 8, aiming for improved transparency and efficiency. This initiative aligns with the NeVA under Digital India goals and follows the implementation in other assemblies like the Puducherry Assembly.
Key Features of the Initiative:
● The Delhi Assembly is launching its e-Vidhan system, becoming fully paperless for the first time, with a nodal officer overseeing the implementation.
● The session, from August 4 to 8, will use digital interfaces for legislative procedures, including a bills management system.
● It reflects a shift toward transparency, accountability, and faster decision-making, supporting SDG Goal 15 on environmental sustainability.
● Developed by National Informatics Centre (NIC), the system tracks file pendency in real-time and serves as a massive data depository.
● Chief Minister Rekha Gupta emphasized the initiative supports the “Developed Delhi” vision, in line with the development of other Union Territories.
Technological Transformation
● The e-Office platform has seen a significant increase in adoption, now used by 119 of 199 departments, following the signing of a tripartite memorandum for implementation.
● Usage of digital files rose to over 1.18 lakh, marking a 250% growth since June, including verbatim records of proceedings.
● A 500 kW solar power plant is also being inaugurated alongside the e-Vidhan system, further supporting environmental goals.
● The CM’s office is now an e-Office, setting a model for other departments and demonstrating the success of this central sponsored scheme.
● The Union Law Minister, Arjun Ram Meghwal, will lead the inauguration and trial run, emphasizing the importance of the NeVA portal in modernizing legislative processes.

○ Launched in 2015 to transform India into a digitally empowered society.
○ Focus on e-governance, internet access, and digital infrastructure.
○ Promotes initiatives like e-Office, DigiLocker, and UMANG.
● National Informatics Centre (NIC):
○ A premier tech arm under MeitY (Ministry of Electronics & IT).
○ Develops platforms like e-Office, NeVA, and e-Courts.
○ Provides IT support to Central and State governments, including the creation of Detailed Project Reports (DPRs) for e-governance initiatives. |
