Tamil Nadu Launches Women Entrepreneur Empowerment Scheme Initiative

Why in the News ?

Ahead of International Women’s Day celebrated on 8 March, the Tamil Nadu government has launched the Tamil Nadu Women Entrepreneur Empowerment Scheme (TWEES) to promote women-led entrepreneurship and advance women’s rights in economic participation. This women’s day initiative by Chief Minister M.K. Stalin, who also inaugurated multiple infrastructure, skill development, and environmental projects, highlights the State’s focus on economic growth and social welfare while addressing gender equality milestones.

Tamil Nadu Women Entrepreneur Empowerment Scheme (TWEES):

  • The Tamil Nadu Women Entrepreneur Empowerment Scheme (TWEES) has been launched by the MSME Department to encourage women to enter the entrepreneurial ecosystem, marking a significant step toward gender justice and equal rights in business opportunities.

  • The scheme aims to enable one lakh women entrepreneurs within five years, strengthening women-led small and medium enterprises while addressing structural barriers that have historically limited a woman‘s access to business resources and opportunities.

  • It seeks to provide financial support, training, and institutional assistance for women starting new businesses, ensuring equal access to credit facilities and market linkages that help bridge the gender pay gap in entrepreneurial earnings.

  • The initiative aligns with broader goals of women empowerment, economic participation, and inclusive growth in the State, particularly as International Women’s movements globally emphasize economic independence as protection against gender-based violence and intimate partner violence.

  • By promoting women-led MSMEs, the scheme is expected to generate employment opportunities and regional economic development while providing legal protection and support frameworks that ensure access to justice for women entrepreneurs facing discriminatory laws or practices.

Infrastructure and Development Projects Announced

  • The Chief Minister virtually inaugurated welfare centres for construction workers and elderly citizens, improving social welfare services and ensuring equal justice in access to government support systems.

  • Foundation stones were laid for three new Industrial Training Institutes (ITIs) costing around ₹27 crore, aimed at strengthening skill development infrastructure and providing women with technical training opportunities.

  • Medical infrastructure projects worth ₹167 crore were inaugurated across various districts to enhance public healthcare capacity, particularly benefiting women and children who often face barriers in healthcare access.

  • The government also initiated warehouse facilities with a capacity of 60,000 metric tonnes, developed by the Tamil Nadu Civil Supplies Corporation at a cost of ₹78 crore.

  • Additionally, fisheries sector infrastructure projects worth ₹100 crore were launched to boost coastal livelihoods and marine economy, creating opportunities for women in fishing communities.

  MSME Sector: Micro, Small and Medium Enterprises are key drivers of employment generation, exports, and economic diversification in India, with increasing focus on women-led enterprises around March 8 (IWD) celebrations.

  Women Entrepreneurship: Encouraging women-led enterprises improves financial independence, gender equality, and inclusive economic growth while reducing vulnerability to gender-based violence and intimate partner violence through economic empowerment.

  Government Support: Policies often include credit support, skill training, incubation centres, and market access for women entrepreneurs, alongside legal protection mechanisms and access to justice frameworks to address discriminatory laws and practices.

  Skill Development: Institutions such as Industrial Training Institutes (ITIs) help create a skilled workforce for industrial and service sectors, ensuring equal access to technical education and vocational training for women.

  Economic Impact: Promoting women entrepreneurs can increase labour force participation, innovation, and local economic resilience while addressing the gender pay gap and removing structural barriers that prevent women from achieving equal rights in economic opportunities.
