Sampoornata Abhiyan 2.0 Targets Development Saturation Nationwide
Why in the News ?
NITI Aayog has launched Sampoornata Abhiyan 2.0, a time-bound national campaign to achieve saturation of key development indicators in Aspirational Districts and Blocks, strengthening last-mile governance and outcome-based development. This initiative also aims to promote environmental democracy and enhance environmental jurisprudence at the grassroots level.

Launch, Duration and Core Objectives:
- Sampoornata Abhiyan 2.0 was launched by B. V. R. Subrahmanyam, CEO of NITI Aayog, in New Delhi. The campaign incorporates lessons from environmental clearance processes to ensure sustainable development.
- The campaign is designed as a three-month intensive drive, running until 14 April, reflecting a mission-mode approach to governance. It aims to address development gaps while considering environmental impact assessments.
- It builds on the positive outcomes of the 2024 Sampoornata Abhiyan, which demonstrated that focused monitoring and inter-departmental coordination can rapidly improve social indicators. This approach is now being extended to include environmental considerations.
- The central aim is to achieve “saturation”, ensuring that eligible beneficiaries are fully covered under key government schemes, including those related to environmental protection and pollution control.
- The initiative focuses on 112 Aspirational Districts and 513 Aspirational Blocks, which lag behind national averages on socio-economic indicators. It also aims to improve environmental governance in these areas.
- It reinforces the government’s shift from input-based schemes to outcome-oriented governance, with measurable targets and strict timelines, incorporating principles of environmental jurisprudence.
Key Performance Indicators and Focus Areas
- The campaign targets five key performance indicators in Aspirational Districts and six indicators in Aspirational Blocks, including environmental parameters.
- Priority sectors include health and nutrition, sanitation, education, maternal and child health, tuberculosis case detection, and animal vaccination. Environmental considerations, such as pollution-free environment initiatives, are integrated into these focus areas.
- Emphasis is placed on convergence of schemes, encouraging district administrations to coordinate health, education, rural development departments, and environmental agencies.
- Real-time data monitoring and ranking mechanisms are expected to drive competition and accountability among districts and blocks, including metrics related to environmental clearances and impact assessments.
- The approach recognizes that last-mile delivery gaps, rather than policy absence, are the main barriers to inclusive development. This includes addressing challenges in implementing environmental regulations at the local level.
- By focusing on human development outcomes, the Abhiyan aligns with India’s long-term goals of demographic dividend optimization and inclusive growth, while also promoting environmental democracy and sustainable development practices.
