SC urges EC for inclusion in Bihar electoral revision
Why in the news?
The Supreme Court has directed the Election Commission to prioritize mass inclusion and accept Aadhaar and EPIC as valid identity proofs in Bihar’s Special Intensive Revision (SIR) of electoral rolls, pushing back against EC’s concerns about forgery ahead of the draft publication on August 1, 2025.

Supreme Court’s Push for Inclusion:
● SC emphasized mass inclusion over mass exclusion in Bihar’s electoral roll revision.
● Aadhaar and EPIC have a “presumption of correctness” and should be accepted by EC.
● Justice Surya Kant highlighted that any document can be forged, but cases should be addressed individually.
● Justice Joymalya Bagchi noted that none of the 11 accepted identity documents are conclusive, so excluding Aadhaar or EPIC is illogical.
● The court assured that publishing the draft roll on August 1 does not limit its power to overturn EC decisions if proven necessary.
Election Commission’s Position and Process
● EC expressed concerns about possible forgery of Aadhaar, EPIC, and ration cards.
● EC clarified that existing voters from the 2025 roll will be included in the draft if they submit enumeration forms, with or without documents.
● A claims period of 31 days after draft publication allows electors to update details till September 1, 2025.
● The final electoral roll will be published by September 30, 2025, with enrollment possible until nomination deadlines.
● Voters listed in the 2003 Bihar electoral roll are exempt from submitting identity documents again.
